wiqlWhereClause syntax issue

Hello,
I set wiqlWhereClause to:

wiqlWhereClause: "System.WorkItemType = 'User Story' AND (System.Title NOT LIKE '%bug%' OR System.Title NOT LIKE '%hotfix% ' ) "

but the pipeline gives this:
Getting Work Items using WIQL query
##[error]Failed to run WIQL Expecting left bracket. The error is caused by «'%bug%'».

Is it caused by quotes? Please help, a lot of thanks.

Never mind, I should use NOT CONTAINS instead of NOT LIKE
