Add ability to remove project not yet created on chain

Is your feature request related to a problem? Please describe.

As a user, I would like the ability to delete a project that is drafted and has not yet been created on chain. Currently there is no limit to the number of projects a user can create (if the user is a credit class issuer) but there is no way to discard or remove a project that has not completed the project creation/edit workflow.

As a user logged into an account that is a credit class issuer, I have the ability to delete a project that has not yet been linked to an on-chain project (i.e. a project that has not yet been created on chain).
