Blocks don't keep installed items when copied with SHIFT+M3 while in creative

Issue description:

When copying an exporter, importer, or any other slotted block while in creative mode using ctrl+M3 to keep NBT data, upgrades and cards are not copied.

What happens:

You get a copy of the block with NBT data and nothing else.

What you expected to happen:

The block should retain all settings when it was copied including any installed upgrades or cards.

Steps to reproduce:

1. Place down any block that can have an item slotted into it such as an exporter or an importer.
2. Place some upgrades in it.
3. While in creative mode hold CONTROL and press Mouse 3 (middle mouse button) to copy the block with NBT data.
4. Place the block you copied and open the GUI.

Version (make sure you are on the latest version before reporting):

• Minecraft: 1.12.2
• Forge: 1.12.2-14.23.5.2838
• Refined Storage: 1.6.14
