Onboarding to NERC

We will need to setup a project on NERC to enable members of this WG to access an env for conducting some of the projects/experiments. We can leverage NERC's infrastructure and utilize their GPU resources to run some of our data science projects.

• Everyone should request a NERC account: https://regapp.mss.mghpcc.org/
• @TreeinRandomForest (Sanjay) will go through the PI process to setup a project on NERC and add others
• Setup OpenShift/OpenStack on the project created
• Install all required dependencies (pytorch, deepspeed etc)

@TreeinRandomForest was able to setup OpenStack on NERC and we have a few A100 GPUs available to begin our work.
