Project: create view UI updates

And this can use project chips now, for a popup view of the projects:

I wanted to use the project chips on this list, but I can't because the API data returned in the matches field is only id and project url. This could be expanded to include more fields, but then this is still an API driven UI and the chips UI is a Django template. I've made them labels for now so it looks a little better, but it would look much better with image avatars at very least.

With #181, I was able to use a similar styling on the list of projects to the normal project chips -- it shows the remote repository avatar instead of the FA external link icon. Without #181, the related project list is at least a list of labels though.

I've opened up readthedocs/readthedocs.org#10513 to address using the V3 API for remote repositories. I need the search param to use the new API and need the new API to get a full project instance response in the remote repo listing search.
