investigate auto-linking on 0.62

I believe art is not autolinking as expected in 0.62. Related: #54

even after having art in my node_modules and in package json, pod install output doesn't show art as auto-detected:

Steps To Reproduce

1. react-native init 0.62.2 repo
2. add art as dep
3. import some shapes, surface etc...
4. build project (notice pod install output)
5. expect crash on "native module not found" type error
   ...

Yeah, seems like it's not working.
In case if someone still wants to try the lib (or lib that depends on this one), but don't know what to do:

1. pod 'ReactNativeART', :podspec => '../node_modules/@react-native-community/art/ReactNativeART.podspec'
2. Manually link Android as described in the readme
