Windows build for cryto broken #3

Fundamental build problem with use of gcc-rs in the crypto lib tracking the convo here: DaGenix/rust-crypto#369

set CC and CFLAGS properly to get it to build
try MinGW32 at some point
- gcc might be better
Setup a build script for this, to set the proper flags and what not in the meantime

This will get Windows build to work.
