The builder will fail if a HEALTHCHECK NONE has arguments following it. We should create an error to report the same problem.

FROM scratch AS setup
HEALTHCHECK NONE --interval=10s
$ docker build .
Sending build context to Docker daemon  86.15MB
Step 1/2 : FROM scratch AS setup
 --->
Step 2/2 : HEALTHCHECK NONE --interval=10s
HEALTHCHECK NONE takes no arguments
