deltacat __init__.py imports daft one way or another and hence we never get daft logs

Daft requires us to configure logging before importing it. However, deltacat init.py imports it one way or another which is why we don't see any logs from rust layer. This makes it very hard to correctly configure logs because the order of imports really matter. This task tracks a long term fix for this issue.
