Need a way to migrate the current DB schema to support multi-tenancy.

Acceptance criteria

A project to orchestrate migration
Code/script to migrate the DB schema
A GitHub workflow to run migration

AKlaus added enhancement back-end labels

A new DB migration project added at tools/Database.Migration.

Added a new GitHub workflow.
