party member list line improperly skips disconnected members #253

Party member list lines have the party member count accurately, but then do not include a placeholder if someone disconnects. for example:
11|2020-06-19T21:33:52.1200000-07:00|2|11111111|NNNNNNNNNNNNNNNNNNNNNNNN

alternately could be:
|2|11111111|e0000000

so that alliance and party member positions are correct.
