Update RAPIDS notices

As part of our efforts to migrate docs.rapids.ai into rapids.ai, we've decided that we will make some changes to RAPIDS notices:

• there will no longer be distinct "developer", "general", and "support" notices; there will just be "notices".
• the filenames for notices will be title slugs (e.g. /notices/cuda-12-2-support) instead of numerically increasing prefixes (e.g. /notices/rdn00001)
• much of the previous notice metadata will no longer be used, including:
  • notice author
  • notice status
  • notice topic
  • notice updated

As part of the above RAPIDS notice changes, we will need to rename all of the existing notice files and remove all of the extraneous metadata from each of them.
