[Editor] Dashboard builder 2.0

As Editor, for each dashboard, I would like add/remove/change tabs in the first line for linking to subdashboard navigation (apache/superset#4528)

Not sure why the Dashboard builder 2.0 is linked here, but if we're dependent on that PR we would need to wait for it to land or help build it.

What are sub-dashboards?

In my view, Subdashboard would be a replication of a dashboard with specific filter (predefined)
Ex: Immunisation dashboard is the main dashboard and provides an overview of main indicators + link to secondary dashboard.
Secondary dashboard would be focused on specific indicators as 'Coverage' or 'Supply'
then from this Coverage dashboard, tabs would allow to access only 'Coverage for BCG' or 'Polio' (subdataset).

I understand this function would be implemented in the dashboard builder 2.0., so maybe it's too early and then we just need to be able to add link / tab to different dashboard.

For the features of the builder 2.0 we would need to wait until it's developed, In the meantime I'm adding another ticket to handle navigation links
