It looks like Google has finally updated the C++ library in upcoming NDK 26 - android/ndk#1530

When available we should switch CI over to it and see if there are any compatibility hacks we can remove.

Somewhat unrelated, but based on the release notes, XCode 14.3 also had a libc++ update, so there is some hope that with XCode 14.3 + NDK 26 we can make some progress.

XCode 15 has further improvements, and is probably going to be released ~September.
