istio and fleet just removed already released versions.

This is breaking the CI, there is a workaround by just keeping these versions on the release.yaml.

But it seems there is an old process of hiding faulty versions on charts.

Task

Check with old Charts maintainers if this is possible and if it is okay to proceed (there is no documentation on this).
Execute the procedure.
forward-port the changes from the old release branch to the new dev, release branches.
Update all active branches with more information regarding this and PR rules like: [dev-v2.9] Update pr template charts#4908
