For implementing a replacement for the connection manager on the WebUI (raiden-network/webui#547) it is necessary to have a way to query the pathfinding service URL that is in use.

Most likely we need a new endpoint for that. Later the endpoint could provide more settings of the Raiden client, see #5011.
