OGC API - Features is working in a way that you can (and should?) give just the required fields for each Collection in /collections. This is to keep responses small enough. This is implemented by some and as such a client would need to always retrieve also /collections/{collectionId} to get the full set of metadata.

How is this meant to be for the Children conformance class? I can't find any hint at whether you need to return everything or whether you can choose to just return a subset (at least all required fields)? Personally, I'd vote for the OGC API - Feature behavior where you can choose to omit some metadata.
