Received this: "It seems that Eurostat decided to redirect all http requests to https requests, but WITHOUT making sure that the certificates are ok So, the test page you have for testing if eurostat site is up has an invalid certificate... I have already sent them an email to fix the certificate, but i feel that an option to disregard the certificate checks could be used as a hack for the problem"
