Update commons-lang3 to > 3.14.0 eventually

Due to https://issues.apache.org/jira/browse/LANG-1748 (#42645 respectively) we downgraded commons-lang3 to 3.14.0: #42597

This cannot be a permanent solution and we should update again once the ecosystem has adapted and/or the issue is fixed in commons-lang3.

Additional thoughts and notes:

• Liquibase did so already: Make Scope ID RNG no longer use SecureRandom (fix #6178) liquibase/liquibase#6179
