Introduce gitflow-incremental-builder

Relates to #11622 Note: master, release branches (e.g. 1.10) and backport-branches are not built incrementally! Includes some efficiency teaks to bom-descriptor-json and a "shadow CI" for a temporary parallel testing phase.
