Consider updating CI to include Mac M1 job

I seem to recall a desire to add a Mac job that uses ARM as there was before an issue with running under M1 that had to be resolved locally and could not be tested under CI. Github has recently started to offer M1 https://github.blog/changelog/2024-01-30-github-actions-introducing-the-new-m1-macos-runner-available-to-open-source/

It would be nice to add M1 to CI. But CPLEX is not available for M1 at this moment unfortunately. Maybe we can add CI of M1 only for tests w/o CPLEX.
