Multi Language

Hi,

Is it possible to use multiple languages in the themes?
For example {{ __('welcomemsg ') }} - and then set the locale somewhere to es, create a file in lang folder called es_BO.json and put the "welcomemsg" translation there? Will it work? Where should i create the lang folder?
