Describe the bug
When deploying a new repository, the first pipeline run requires to approve the usage of the service connection.
My account might not have the permission to do so.

To Reproduce
Steps to reproduce the behavior:

  1. Deploy the oneshot
  2. Create PR
  3. Watch pipeline require approval to use
    1. sc-azurerm-prd-DevOps-01-backend-devops-01
    2. GithubServiceConnection

Expected behavior
Best would be to permit the pipeline during the one shot
