Feature request for organization account project in PyPI.

Description The Owner can create a project
User value The project becomes associated with the Organization
Acceptance criteria Email notification to Owner

Currently creating a project on PyPI implicitly makes the initial uploader the Owner. This could be better specified as “Allow an Organization Owner to create an empty Project” which will allow for the creation of new Organization owned Projects so that Organization/Team privileges can be applied to it and the initial upload can be authenticated and authorized via those mechanisms, rather than someone needing to upload the project to create it and become owner´ then transfer it.

This is the Organization flavor of somthing like #6378.
