Reasons for the request

My company's new Python library and CLI is distributed via PyPI under the project tower-cli currently; however, this is confusing for our users. There exists an abandoned project tower. I think it's abandoned as evidenced by the download statistics and commit history.

I've spoken with one of the maintainers, @clouserw, via email; however, he told me (and PyPI shows that) he doesn't own the package in PyPI. It's owned by @davedash. I haven't been able to contact the PyPI owner via email, LinkedIn, or my personal network (we are from the same city). I was directed to file a PEP 541 request accordingly.
