Feature description

In parallel (or as a replacement) to SciPy.Minimize, we should add the global optimiser SciPy.DifferentialEvolution.

Motivation

Provide a global optimisation method from SciPy. Look towards reducing our dependency on minimize for the SciPy optimisers'.
