[EKS] Add support for Capacity Type (SPOT instances) to Node Group #1560

Please add support for Capacity type when creating a node group. Capacity Type allows to run nodes On Demand or via the Spot market.

Terraform seems to already support this:

feat: support for capacity_type and list of instance_types in node_groups terraform-aws-modules/terraform-aws-eks#1129
