#855 adds downstream tests for ci-mgmt.

It also added a testMasterAndReleaseWorkflows config which allows us to run master and release workflows on PRs.

Unfortunately that didn't quite work: pulumi/pulumi-xyz#20 and had to be reverted.

If we want to expand the tests to also run master and release workflows, we should fix the goreleaser issue.
