This issue popped up, apparently because of a new release of pip combined with a set of edge cases. We have to use system-site-packages to support molecule (which needs libselinux-python).

I tried: upgrading setuptools (root), and it did not help. However, I also noticed that tox was installing a legacy version of docker for python (docker-py) which is very old. Updating that package gets around this issue.
