Hoppers don't properly pickup items when they're on a honey block #14

Hoppers are super inconsistent when picking up items on a honey block.

Top gif is single player
Bottom gif is on a purpur server with pufferfish patches.

I am assuming pauls hopper patch is the cause of this

I am not sure what the issue is here, I can't tell a difference between the two gifs.

Additionally, singleplayer is using vanilla mechanics, which paper and spigot both already heavily change. Please do all of your "vanilla" comparisons with paper to ensure that any issues are isolated purely to pufferfish's changes.

This was tested in paper and it works the same as vanilla.

The issue

Look at the top gif, notice how the hoppers are picking up the items when against the honey, it isnt doing that in the bottom gif (pufferfish)

I've tested this on paper and works like in vanilla. The issue is that hoppers have a timeout once in a while. All hoppers do this. Not only under honey

But look on the server you are have much lower tps than on sigleplayer
