As of Fall 2023, most discussion of the spec has taken place in this draft, an open google doc:

In the future, we'll migrate from this document to more maintainable tools. The forms that these tools might take are being discussed in other issues on this repository and in the Validator Requirements doc.

Please also comment below if you have ideas for implementing the process of carefully "de-accessioning" the big google doc - making sure that all of the information currently in that draft makes it into the new official documentation of Psych-DS in an accurate and comprehensible form.
