Summary

Add a depdabot to auto-update kotlin dependencies.

Problem Definition

Some kotlin dependencies can be out of date, and would be fine to update regularly. Would be nice to automate this as much as possible.

Proposal

Add a dependabot to the service repo.
Only update specified dependencies (if possible)

For Admin Use

  • Not duplicate issue
  • Appropriate labels applied
  • Appropriate contributors tagged
  • Contributor assigned/self-assigned
