[Feature] User must to consent the use of cookies and analytics into livepeer.tools

To Do:
-- As user, when I browse the site, I must consent the use of cookies and google analytics
-- We have to show this message to every user:
"Clicking on 'Get Started' button you are accepting this site uses cookies and other tracking technologies to assist with navigation and your ability to provide feedback, analyze your use of our products and services, assist with our promotional and marketing efforts, and provide content from third parties."
-- Add the new cookie text at the Started page like the screenshot shows.
-- User should always enter through this page
-- On start page we must have deactivated the google analytics (GA). Activate GA after click on Get Started button
-- On start page we have to hide the link to ROI Ranking page. Show it only into dashboard or setting page.

Acceptance Criteria:

• User enters first time to the site. He sees the welcome page that shows the message box with some info and cookies contentment and Get Started button
• User see the alert message about cookies
• If user accept to consent the cookies doing a clik on Get Started buttton. The system must ask it again every time that user use the site.
