Since our production server uses Ubuntu 16.04, our development servers should match that.

For this issue to be deemed resolved, the following must be completed:

set up an Ubuntu VM with the necessary packages and configuration
find out if using Vagrant would help here
correct and improve the existing documentation for server setup
create documentation regarding the use of the VM
