TC-DGEN-2.3:
Exception: Failed to encode test step If this value is set to True, then proceed with step 3, otherwise skip step 3.

TC-BINFO-2.1:
Failed to encode test step Step 62: If the SpecificationVersion value is absent or zero this step cannot be verified, move on to the next step
