[MF-1.3]open commissioning window command is failing

Open commissioning window test step is failing,please refer attached logs and screenshot

I am not seeing this issue on my machine or on Linux Raspi. I am skipping the reboot step, so it could be something with that. Also, the logs indicate that it is failing right before the "Open Commissioning Window" on a Connection Failure with a timeout error code.
