After 3rd party cookies are phased out, will end users be able to re-enable?

Forgive me if I missed this question in previous discussions, but I could not find a similar post.

I was wondering after google deprecates 3rd-party cookies, will the user have an option to enable third party cookies for specific sites? will it behave similar to how users can opt into third party cookies in Safari?
