Publish grpc specs to Buf schema registry

• Decide name and create primev schema registry naming.
• Update release process to publish new version to buf schema registry if there are any changes in the API pb files.
• Add docs page to explain how to setup buf schema registry for your project and how to use the grpc files.

This would enable them to generate their own clients as well with all sorts of plugins. Doesnt restrict to just go client.
