[lazer] Only show chats with other people in the chat section

Currently, osu lazer shows all types of chats that are shown on the web. However, there is little to no use of report-type chats ingame.
Sure, you could look at reports from ingame, but I doubt that people would open the game to look at reports instead of doing it over the web.
