media controls are hijacked upon media playback

Describe the bug
media controls get hijacked the moment a form of media is play and are not reinstated until the application is killed and re-launched. this effects the entire system, not just when discord is focused.

To Reproduce
play and form of media and try to use media control macros or hardware.

Expected behavior
discord only hijacks media control when a piece of media is actively being played.

Desktop (please complete the following information):

• OS: windows 10 21h2 - 19044
• Powercord version: 12de9dc

Additional context

• [/] I checked if Discord and/or Powercord are up to date
• [/] I made sure this is not related to an external plugin or a theme

this behavior is not seen on betterdiscord or stable release.

found a merge request which would fix this issue (ty Thyme)
has no conflicts so i see why this wouldnt be a sensible fix

it used to, new update broke it again. betterdiscord still has the expected behavior but powercord doesnt.
