Not handling of the Site provisioning status 3 #728

Sometimes the provisioning status intermittently is reported as 3 when using the sharepoint api endpoint "CreateGroupEx". The documentation says this indicates that an error has occurred but after retrying, subsequent calls returns a 2 indicating that everything has gone fine.
