I think we'll need to keep this for v8 (master) since some user-land code references global JSX. We have a v9 branch dedicated to React 19 where we can remove this. It's currently in alpha to enter beta this week.
Edit: released in 8.16.5 and 9.0.0-alpha.6.

Based on #3256
The global JSX namespace type is already deprecated in 18 and is removed in 19. This updates all types to use the scoped version.
