As of this writing the respondents to the 2020 Ecosystem survey should be the prime candidates for user accounts. They provided the information that's been used to populate numerous Organization profiles since late 2019 and should be invited to create active User profiles in the Directory.

Their initial profiles may be as minimal as email address. source_id = 3.
