Update development setup documentation for traditional and Docker environments This commit revises the development setup documentation to include detailed steps for both the traditional and Docker-based environments. It clarifies the environment variable configurations, provides instructions for setting up the database, and explains how to access the application. Added a complete Docker configuration section to streamline developer onboarding and improve the setup process.
