using in existing workspace: "did not find any package"

I have a workspace file like so:

[workspace]
resolver = "2"

members = [
    "mycrate-db",
    "mycrate-api",
    "mycrate",
]

default-members = ["mycrate"]

I wanted to use cargo workspaces to bump all of the versions however I get the following:

cargo workspaces version
error: did not find any package

it would be great if this error was more informative on how to resolve it.

For now, I have no clue what makes it unable to detect a "package"
