Glove Reinforcements armor enchant from Leatherworking is counted as strength enchant for some reason and converted to attack power in russian locale. Maybe because of the word "Усиление".
Up: Found the same problem on Ancient Aqir Artifact trinket. It seems this bug is on all items with armor increase bonus.

Gah. The long tail of bugs in the Russian locale. It never ends!

Thanks for the report. No timeline on fixing it, as I'm not active anymore, but if I find free time, I'll take a look.
Happy to accept PRs from anyone who wants to fix this, too.
