Remove some useless settings and related codes

What is changed and how it works?

The deleted settings are as follows

• max_rows_to_group_by and group_by_overflow_mode
• max_streams_to_max_threads_ratio
• useless ch related insert settings
• empty_result_for_aggregation_by_empty_set, and not affect AggParams.empty_result_for_aggregation_by_empty_set
• max_rows_to_read, max_bytes_to_read and read_overflow_mode
• max_rows_to_sort, max_bytes_to_sort and sort_overflow_mode
• max_columns_to_read
• etc
