Currently, there are quite a lot of 'internal SQLs' used by TiDB, the execution of those internal SQLs might be affected by the SQL mode in global scope, which leads to some bugs:

IMO we should review all the internal SQLs and the values of SQL mode, make it consolidate without being affected by user settings to avoid those bugs in the future.
