The install-phylum-latest-action relies on the config being located at ~/.phylum/settings.yaml

Since #251 was merged, this is no longer true.

This needs to be fixed before the next CLI release.

I am keeping this issue in this repository to help ensure that we track this before the next CLI release. But the fix for this should happen in phylum-dev/install-phylum-latest-action#9

v1.4.0 of install-phylum-latest-action has been released and the v1 tag has been updated to match. This release no longer relies on that config location and should not break.
