I think at the moment we only add them after an <hr>

But it'd be nice to add them to any <h2>s that aren't preceded by an <hr>.

And maybe <h3> as well, looking at pages like https://www.gyford.com/phil/writing/2022/05/24/hosting-django-cpanel/
